Tata Metaliks shelves ₹15,000-cr integrated steel plant in Karnataka

BENGALURU, MARCH 22: Tata Metaliks has informed the Karnataka government that it cannot implement its ₹15,000 crore 3-mtpa integrated steel plant at Haveri and because of non-availability of mines and iron ore.

“The company has informed the State government that the project cannot be implemented and has requested for refund of the amount paid for allotment of land,” RV Deshpande, Minister for Large and Medium Industries, told the Karnataka Legislative Assembly.

The Minister replying to a question by MLA from Haveri, Basavaraj Nilappa Shivannavar, on the status of Tata Metaliks project said the Supreme Court’s decision to allot mines only through auction and priority be given to state-owned enterprises in allotment of mines.

This is the reason given by the Minister for non-allotment of iron ore mines to the company.

Based on these developments, “the company on October 10, 2016, informed the government that the project has become unviable because of non-availability of mines and iron ore,” explained Deshpande.

Clearance, acreage

For Tata Metaliks, the Karnataka government had acquired 2,500 acres at various villages of Haveri taluk and the integrated steel plant was approved by the State High Level Clearance Committee (SHLCC).

Deshpande said after SHLCC clearance, the State government went about acquiring land through KIADB.

About 1,658 acres in Boodugatti and Agadi villages; and 608 acres in Devagiri and Devagiriyallapura villages totalling 2,266 acres were notified for acquisition.

Shivannavar requested the State government to take a suitable decision early and compensate the farmers who are waiting for nearly seven years.

“The decision to return the land will be taken after due examination by the government based on request of the company. We will again go to the SHLCC to take a suitable decision,” said Deshpande.

Vizag steel plant urged to hand-hold local MSMEs

VISAKHAPATNAM, DEC 10: The big public sector units in the city, especially Visakhapatnam steel plant, should extend a helping hand to the local micro, small-scale and medium enterprises (MSMEs) to achieve employment generation and economic progress, according to Ch. Ayyanna Patrudu, the state Panchayat Raj Minister.

He was speaking here in the autonagar industrial estate on Friday after inaugurating the three-day MSME Expo - 2016, a national vendor development programme and industrial exhibition in addition to a buyer-seller meet.

The minister said the state government was helping the Visakhapatnam steel plant in every way possible and therefore "it is the responsibility of the RINL officials to hand-hold the local MSMEs and go to their rescue. The components required by the steel plant should be sourced locally to the extent possible. Only if it is not locally available, should they go to other states."

He said the other PSUs including Hindustan Shipyard Ltd (HSL), BHEL-BHPV, and others should also do their best to help the local MSMEs.

Earlier, A.K Balaji, president of the Visakha Autonagar Small-scale Industries' Association, and Ch. Satyanarayana, Secretary, said there was very little help from the bigger PSU units to the local MSMEs. The PSUs were meeting the statutory requirement of sourcing 20 per cent of their needs from MSMEs but most of the MSMEs belonged to the other states and the local MSMEs were left high and dry.

Commercial banks were also not coming forward to give term loans or short-term loans to meet working capital needs of the MSMEs and there should be greater financial assistance. Skill development centres should be set up in the industrial estates or in their vicinity, they pleaded.

D. Venkateswarlu, the regional director of Bhabha Atomic Research Centre, and K.R.K Prasad, the Director (MSME Institute), also spoke.

NMDC’S LOAD TRIALS OF 3 MTPA STEEL PLANT LIKELY BY DEC’17

NMDC Ltd is expected to carry out load trials of its upcoming 3 MTPA Steel Plant at Nagarnar in Bastar region of Chhattisgarh by December 2017, official sources informed.

Notably, NMDC’s Chhattisgarh based mines accounted for bulk of iron ore sales at 13.98 million tones as on November 2016.

It may also be recalled that the Cabinet Committee on Economic Affairs (CCEA) has accorded ‘in-principle’ permission to NMDC Ltd for considering ‘strategic disinvestment’ of its 3 MTPA Steel plant coming up at Nagarnar in Bastar region of Chhattisgarh, the company informed BSE on Friday last.

Moreover, NMDC will also soon start constructing 1008 housing units in the phase-I part of the project for its staff at its upcoming permanent township at Dhanpunji near Nagarnar in Bastar district, officials informed.

The company has also commenced the process for setting up the 2 MTPA ‘iron ore processing plant’ at Bacheli in Bastar region of Chhattisgarh, officials informed.

It may also be recalled that NMDC has proposed to use its mine lease area at Deposit number 4 located at Bailadila range of hills at Bhansi near Bacheli in South Bastar’s Dantewada district in Chhattisgarh for meeting the raw material requirement 'exclusively' for its upcoming 3 MTPA Integrated Steel Plant at Nagarnar, officials informed.

The remaining iron ore quantity after meeting the requirement of integrated steel plant at Nagarnar from Deposit 4 will be sold to domestic customers in Chhattisgarh, they informed.

The Deposit - 4 iron ore mine will be developed as a 'standalone project' with an estimated investment of Rs 1899.74 crores.

In addition to the mining lease area, 95.13 hectares forest land is identified for development of infrastructure such as downhill conveyor, screening plant, loading plant and approach road etc.

Further, 50 hectares of non-forest land is also required for installation of railway stock yard, administrative building, loading plant (part), tailing dam, STP and township etc.

The existing iron ore production from other Bailadila mines is catering to requirements of large steel plants and also to local sponge iron / pellet plants in Chhattisgarh.

Mining plan along with progressive mine closure plan has been approved by Indian Bureau of Mines (IBM), for production capacity of 7.0 MTPA vide their letter no: No 314(3)/2012-MCCM (CZ)/MP-19 dated July 26, 2013, officials informed.

NMDC is operating iron ore mines at Bailadila Complex in South Bastar Dantewada District Chhattisgarh and is having long terms commitment for supply of iron ore to major steel plants across the country.

Hence, J.V. Company between NMDC and Chhattisgarh Mineral Development Corporation (CMDC) i.e NMDC-CMDC (NCL) was formed for development of a new deposit in the already prospected areas i.e Bailadila Deposit-4 with a production capacity of 7 MTPA for meeting the iron ore requirement of Steel plant of NMDC at Nagarnar, near Jagdalpur.

It may be also be recalled that NMDC Ltd is going for a complete Energy Audit for Bailadila Iron Ore Mine at Deposit 14 and 11C at Kirandul complex and Deposit 5, 10 and 11A at Bacheli Complex in Bastar region of Chhattisgarh.

The company is also planning to construct a 'rapid iron ore loading system' with a capacity of 14 million tonnes per annum (MTPA) at its Kirandul complex in Bastar , officials informed.

Signalling work for the private railway siding coming up at NMDC Ltd’s 3 MTPA Nagarnar Steel Plant near Jagdalpur will commence soon, officials informed.

Notably, NMDC is also developing full-fledged Railway transportation infrastructure, the work for which had been going on at full swing at Nagarnar.

The company is also planning to construct a 'rapid iron ore loading system' with a capacity of 14 MTPA at its Kirandul complex in Bastar , officials informed.

The project also comprises construction of a ‘Merry Go Round’ (MGR) railway track.

The project for doubling of Railway line between Kirandul and Jagdalpur in Chhatisgarh’s insurgency ridden Bastar region is also expected to be complete by January 2019, officials informed.

Notably, NMDC had also signed a Memorandum of Understanding (MoU) with the Union Ministry of Railways on December 21, 2012 and the aforesaid project would be helpful in significantly augmenting evacuation capacity of NMDC’s Bailadila Sector mines by rail from the existing 28 MTPA to 40 MTPA of iron ore.NMDC had deposited an amount of Rs 150 crores with East Coast Railway and the expenditure incurred as on March 31, 2015 was Rs 132.00 crore, official sources informed.

For execution of the project, the Railways has divided the 150 km length of doubling work into three Sections namely, Jagdalpur to Silakjori 45.50 km, Kirandul to Gidam 52.23 km and Silakjori to Gidam 52.73 km.

Notably, the Rs 2000 crore Rowghat to Jagdalpur railway line would also pass through heavily insurgency infested Kondagaon and Narayanpur districts of Bastar division in Chhattisgarh, officials stated.

The project is a joint venture between Chhattisgarh government, NMDC, SAIL and IRCON.

NMDC produced 3.29 million tonnes (MT) of iron ore and registered sales volume of 3.31 MT upto May 2016, officials informed.

Quite recently, NMDC incorporated a subsidiary company by the name of "NMDC-SAIL Limited" in order to develop, sell and supply iron ore from the allocated mining resources in the State of Chhattisgarh.

Moreover, the completion of Dallirajhara-Rowghat-Jagdalpur, East and East-West Rail corridor projects will comprise a total of 535 kilometers Railway-line during the next two to four years.

The East West Rail Corridor project is expected to get completed in 2018-19.

JSW Steel on verge of acquiring Stemcor's India assets

Sajjan Jindal led JSW Steel is understood to be in the final lap of negotiations to buy out London-based Steel Marketing Corporation's (Stemcor) India assets. If the deal fructifies, it would mean the culmination of efforts by the British steel trading company to sell off its assets in India after years of failed attempts.

The assets are held by Stemcor India, the Indian arm of UK-based and Oppenheimer family controlled Stemcor Holdings Ltd.

“JSW Steel is in very advanced stage of talks for takeover of Stemcor's assets. This looks a very strategic acquisition from the company's perspective since the pellet plant is located in a very favourable location and also given JSW's interest to set up a 10 million tonne steel mill in Odisha”, said a source close to the development.

He said, Tata Steel was also in the hunt for Stemcor's assets but opted out after its price offer was found to be unattractive for the promoters. A Tata Steel source, however, has denied it.

Both JSW Group and Stemcor declined a comment on the prospective deal. An e-mail questionnaire sent to both remained unanswered.

Though Stemcor's assets have invited the best of bidding interest- players like Jindal Steel & Power Ltd (JSPL), Tata Steel, Essar Steel, Aditya Birla owned Essel Mining & Industries Ltd and maharatna PSU Steel Authority of India Ltd (SAIL) have all vied for takeover in the past, the deal could not be sealed. Even JSW Steel was also in the race earlier for takeover of the Stemcor owned facilities. One of the key reasons for the Stemcor deal not going through can be the lack of an attractive valuation price by the bidders, said an analyst choosing to be unnamed.

Stemcor operates in India through Brahmani River Pellets Ltd (BRPL). This company owns a four million tonne pellet plant at Kalinganagar industrial complex in Odisha's Jajpur district close to a cluster of steel plants. It also runs an iron ore beneficiation unit of equal capacity in Keonjhar district. Iron ore mines are held by Aryan Mining & Trading Corporation Ltd (AMTC) where Stemcor holds a majority stake. And, AMTC hods 100 per cent stake in BRPL. It was the mining asset that pulled the leading steel players to the acquisition race.

The current valuation of the assets are not known but last year, an industry estimate had pegged the figure at about $1 billion.

BRPL produces iron ore pellets from iron ore concentrates after beneficiating low grade iron ore fines. The low grade fines with Fe less than 56-57 per cent are beneficiated at beneficiation plant through grinding, gravity & magnetic separation process to produce high grade iron ore concentrates with 63-64 per cent Fe. This high grade iron ore concentrates in form of slurry is transported to pellet plant through an underground slurry pipeline.

EU pressures China to Curb Steel Production Overcapacity

The president of the European Commission, Jean Claude Juncker, said that it was "unacceptable" that the steel industry in Europe has lost many jobs, and that China needs to control its steel overcapacity. He made the remarks at the G20 summit in Hangzhou, China.

Juncker said, "Addressing the challenge of overcapacity in a credible manner will be the test case as the European Commission comes to assess the treatment of China in our anti-dumping and antisubsidy investigations".

The overcapacity of steel makes it harder for European countries to compete with China's low steel prices.

Jack Lew, the US Treasury secretary, has previously said that China's "excess capacity has a distorting and damaging effect on global markets".

However, China has vowed to reduce its steel production.

At a press conference on Friday (2 September) China's finance minister Zhu Guangyao said the country is "is taking a lead in actions against production overcapacity among the global economies. China has also launched the strongest policies to address the problem. We have combined market principles with legal means to reduce excessive capacity".

The volume of steel China's production is twice as much as that of the next leading producers, which includes countries such as Japan, US , Russia and others. The influx of cheap steel into the global market has led to other country's steel production industries to struggle. In the UK, Tata Steel announced 1,050 job cuts in March 2016.
