Maharashtra starts process to replace old thermal plants with supercritical ones

THE MAHARASHTRA Power Generation Company (Mahagenco) is planning to convert its retiring thermal power plants into supercritical ones. A proposal is being prepared by the company to be presented to the holding company Maharashtra State Electricity Board (MSEB) and the Maharashtra Electricity Regulatory Commission (MERC). A month after the Union power ministry announced its resolve to phase out power plants older than 25 years and replace them with supercritical ones, Mahagenco has already started preparing for the same. Union Minister Piyush Goyal had last month announced that power plants of NTPC, which together produced around 11,000 MW power, will be phased out gradually and converted into ‘super critical plant’. These plants will not only increase capacity but reduce pollution, he had said.

“Such plants need lesser amount of coal and have increased capacity. Supercritical plants cause at least eight times less pollution compared to the traditional power plants,” said Bipin Shrimali, the chairman and managing director of Mahagenco.

Until last year, Mahagenco had decommissioned two units of 210 MW each at the Chandrapur plant, one 210 MW unit at Parli power plant and one 200 MW unit at Koradi power plant.

The Koradi unit was recently replaced by a 3,300 MW supercritical plant which was inaugurated by Prime Minister Narendra Modi. Mahagenco officials said that the generation company was planning to replace the rest with supercritical units.

However, given that the state has surplus power, Mahagenco may not add capacity to the plants. “The plan is to replace the existing capacity so far and not add capacity,” said an official on the condition of anonymity. He added that as the production cost is lower in case of supercritical plants, the tariff too will be lower and consumers could benefit from it.

The state-owned power generation company is now awaiting the demand supply data from its sister distribution company Maharashtra State Electricity Distribution Company Ltd (MSEDCL).

“Our proposal will map the needs of the distribution company as per the power purchase agreement between the two companies,” said the official. In a recent hearing, the MSEDCL was directed by the MERC to prepare a detailed future plan based on its current demand and supply by mid-May.

Mahagenco will then plug its proposal to the distribution company’s needs and seek approval from the MSEB.


BHEL commissions 250 Mw coal-based power plant in Assam


BHEL is executing the main plant package contract for setting up three coal-fired units of 250 MW each at NTPC’s Bongaigaon Thermal Power Station. This is the largest coal-based power plant in North East.

Kolkata: Bharat Heavy Electricals Ltd (BHEL), India's largest power equipment manufacturer, has commissioned a 250 MW coal-based thermal power unit at its Bongaigaon Thermal Power Station (TPS) of NTPC in Assam, the firm said in a statement.

BHEL is executing the main plant package contract for setting up three coal-fired units of 250 MW each at NTPC’s Bongaigaon Thermal Power Station. This is the largest coal-based power plant in North East.

The first unit of the power plant was commissioned earlier by BHEL and is presently operational while the third and final unit is in an advanced stage of commissioning.

The Bongaigaon TPS is located at Salakati near Bongaigaon in Kokrajhar district of Assam. Also known as the gateway to Lower Assam, Bongaigoan is one of the industrial towns of the state, which also has a major petrochemical industry. This project has been set up after demolishing an old 4x60 MW power station of Assam State Electricity Board.

The sets of this rating class, supplied by BHEL, are considered as the workhorse and backbone of the Indian power sector. These sets have been performing much above the national average as well as international benchmarks.

At present, in Assam, BHEL is also executing a gas-based combined cycle power project of 98.4 MW at Namrup. The plant is already commissioned in the open cycle mode and the commissioning in combined cycle mode is in the final stages.

BHEL is the market leader in the Indian Power Sector with a formidable installed base of over 1,70,000 MW of power plant equipment globally.


NTPC to produce coal for its plants


National Thermal Power Corporation Limited (NTPC), country’s largest state-owned power generating company, is all set to commence coal mining.

It has successfully exposed a seam in its first coal mine, Pakri Barwadih located in Jharkhand, after removing over burden of seven lakh cubic metre.

Coal production will commence shortly from this mine and can be supplied to any project of the company. This is a major step towards building assured fuel supply for the company. NTPC is in advance stage of awarding contract for appointment of Mining cum Development Operator for its two more mines, said a release issued by NTPC.

The union government has allocated 10 mines to the NTPC, having total estimated reserve of 7.3 billion tons.


Government considering disinvestment in NMDC’s Nagarnar steel plant


State-run iron ore miner NMDC today said the government have given in-principle approval to consider strategic disinvestment in Nagarnar steel plant.

“Steel Ministry has communicated the ‘in-principle’ decision of the Cabinet Committee on Economic Affairs (CCEA) of Government of India to consider strategic disinvestment of the Nagarnar Steel Plant of the Company,” it said in a regulatory filing.

The country’s largest iron ore miner, NMDC, is setting up a 3 million tonnes per annum (MTPA) integrated steel plant in Nagarnar in Bastar district of Chhattisgarh.
In June this year, an environment ministry panel gave clearance to a captive iron ore mine in Bastar for the plant. The plant is expected to start trial production by mid-2017.

The Bailadila Deposit-4, which has mineable iron ore of around 108 mt, will entail an investment of around Rs 1,900 crore.

The Chhattisgarh government and NMDC have inked an MoU for a slurry pipeline from Bailadila to Nagarnar, along with ore processing plants at Bailadila and a 2-mtpa pellet plant at Nagarnar with an investment of Rs 4,000 crore.


Delhi to get its largest Waste-to-Energy power plant in a fortnight


The national capital is likely to get its third and largest Waste-to-Energy power plant within the next fortnight. The 24 Megawatt capacity plant has been set up at a cost of Rs 46 crore by civic body North Delhi Municipal Corporation (NDMC)

New Delhi: The national capital is likely to get its third and largest Waste-to-Energy power plant within the next fortnight. The 24 Megawatt capacity plant has been set up at a cost of Rs 46 crore by civic body North Delhi Municipal Corporation (NDMC).

NDMC is planning to officially inaugurate the Narela-Bawana plant, near the Haryana border, by the beginning of December. "We are hoping to finally receive an approval letter from the Delhi Pollution Control Committee (DPCC) though trials had begun in July 2016,” NDMC spokesperson YS Mann told ETEnergyWorld.

Waste-to-energy uses trash as a fuel for generating power. The burning fuel heats water into steam that drives a turbine to create electricity. The process can reduce a community’s landfill volume by up to 90 percent, and prevent one tonne of carbon dioxide release for every tonne of waste burned.

Apart from the project cost, NDMC will also spend around Rs 36 crore for waste management. The plant, set up with technical assistance of experts from Austria, would process 1,300 tonne of waste every day.

Hyderabad-based Ramky Group will operate the new plant. The company was awarded the contract to collect garbage from households and separate it into biodegradable and non-biodegradable waste. The energy firm will convert the organic matter into manure and process only the non-organic waste in the WTE plant.

Delhi currently has two working waste-to-energy plants in Ghazipur and Okhla. The Ghazipur plant receives more than 1,200 tonne of waste everyday generating 12 Mw of power. The Okhla project uses around 1,300 tonne of waste producing 16 Mw electricity.


Adani commissions 100 MW solar plant in Punjab


Adani Enterprises BSE -7.56 % Ltd today announced the commissioning of Punjab's largest solar power plant of 100 MW, at an investment of Rs 640 crore.

The plant has been set up by its subsidiary Adani Green Energy Ltd, Adani Group said in a press release.

Punjab Deputy Chief Minister Sukhbir Singh Badal and senior officials were present on the occasion. The plant is situated at Sardargarh & Chughe Kalan, Bhatinda.

The company said it is using top notch technology to set up the entire 100 MW solar plant project, which has started commissioning almost six months ahead of schedule.

Indirect and direct employment opportunities were created for a total of around 300-400 personnel, who worked diligently to achieve this feat ahead of its time, it said.

"I would like to take this opportunity to express my gratitude to the Chief Minister and the government of Punjab, present here today, for their endless support and playing a huge role in helping us achieve this enormous feat," said Adani Group Renewable Energy Business CEO Jayant Parimal in the statement.

The solar plant is not only the largest project in Punjab but will also prove to be the largest tracker-based solar project in the country.

The technology used for setting up this plant includes Poly Crystalline Silicon PV Modules and Horizontal Single Axis Tracker (HSAT).

This plant will be India's biggest HSAT plant at a single location. The plant spreads over approximately 641 acres of land with the evacuation of 132 kV Balluana Substation through Double circuit 132 KV transmission line. The annual energy yield is expected to be approximately 88,000 Mwh/annum.

Adani Group is a leading player in solar power generation in the country. The company has a 40 MW solar plant at Bitta, Gujarat and has recently unveiled a 648 MW solar power project at Ramanathapuram district in Tamil Nadu which is the world's largest solar power plant at a single location.

Moreover the company has also signed a JV with the Rajasthan government to develop the country's largest solar park in the state with 10,000 MW capacity.



PM Modi Lays Foundation for NTPC Power Plant in Telangan


Prime Minister Narendra Modi on Sunday inaugurated several development projects in Telangana.

He laid the foundation stone for the Rs 10,598.98 crore National Thermal Power Corporation's (NTPC) 1,600 MW Telangana Super Thermal Power Project (Phase I) in Ramagundam city.

Speaking on the occassion, PM Modi said "Telangana is just a 2-year-old state, yet it has been able to fulfil the expectations of the people," PM Modi said. "Whenever CM KCR has met me, he has spoken about the state's development and about water related issues."

Stressing on the need for 'cooperative federalism,' Modi said "There was a time when dialogue between Centre and states was quite tense but now, both work together for development." He also took on cow vigilantes+ and called for stringent action against them.

The event was also attended by Telangana Governor ESL Narasimhan, chief minister K Chandrashekhar Rao, power minster Piyush Goyal, labour minister Bandaru Dattatreya, Telangana energy minister G Jagadish Reddy and NTPC's chairman and managing director Gurdeep Singh.

NTPC is set to establish the project in Telengana, India's 29th state, in two phases — 1600 MW (2x800MW) in Phase I and 2400 MW (3x800 MW) in Phase II.

Prime Minister Narendra Modi also launched phase-1 of 'Mission Bhagiratha', a flagship project of Telangana government aimed at providing piped drinking water to every household in the state.

Modi also unveiled plaques to mark the laying of foundation stone for the 152-km Manoharabad- Kothapalli new railway line (connecting Hyderabad and Karimnagar), Ramagundam, Kaloji Narayana Rao University of Health Sciences, Warangal and revival of Ramagundam fertiliser plant in Karimnagar district.

JSW Energy to buy Jaiprakash Power's Bina unit for Rs 2,700 cr


Sajjan Jindal-promoted JSW Energy acquired the 500-megawatt (Mw) power plant of debt-laden Jaiprakash Power Ventures at Bina in Madhya Pradesh for Rs 2,700 crore, 10 months after the two firms got into a binding agreement.

In September 2015, JSW Energy had acquired two hydropower assets of Manoj Gaur’s company for Rs 9,700 crore in a deal that was the largest ever in the power sector. Following the deal, both companies signed a binding agreement for the Bina deal.

“The acquisition demonstrates JSW Energy’s commitment to the power sector, which is vital for the sustained economic growth of the country,” said Sajjan Jindal, chairman and managing director, JSW Energy.

Meanwhile, JSW Energy has been on an acquisition spree. In May, it announced the purchase of Jindal Steel & Power (JSPL)-owned 1,000-Mw thermal power plant in Chhattisgarh for Rs 4,000 crore, which could be increased to Rs 6,500 crore if the seller manages to get 100 per cent fuel supply and long-term power purchase agreements.

With these deals, JSW Energy will reach the total installed capacity of 6,031 Mw now. This has helped JSW Energy come closer to its ambition of achieving power generation capacity of 10,000 Mw by 2020.

“The acquisition will enable the diversification of geographical foot print and fuel source, thereby strengthening the existing business model,” said JSW Energy in a media statement.

Over the past few years, the power sector has found it difficult to source adequate coal. Power companies are finding it tough to find buyers for the power generated as debt-ridden state electricity boards are unwilling to buy expensive power. Most power companies are weighed down by debt, forcing some of them to sell their assets.

Both Jaiprakash Power and JSPL are undergoing stress due to high debt. JSPL has a consolidated debt of Rs 46,000 crore.

The Jaypee group has been on an asset sale spree in a bid to cut its debt. The group has so far focused on selling its best assets in the power and cement sectors to reduce debt. Jaiprakash Associates agreed to sell its entire cement division of 21.2 million tonnes to UltraTech Cement, which will fetch the company an enterprise value of Rs 16,189 crore in a deal that was approved in July.

Last month, bankers to Jaiprakash Associates also invoked the strategic debt restructuring provision, which allows lenders to convert debt into equity and take control. Jaiprakash Associates holds 60.69 per cent stake in Jaiprakash Power. As of March 2016, Jaiprakash Associates had a consolidated debt of Rs 58,250 crore.

Pramod Menon, director (finance) at JSW, had in May said JSW Energy carried a net debt of Rs 15,000 crore on its books and had cash of Rs 300 crore.

Jindal Energy continues with its plan to grow its power business inorganically and has also been in talks with Monnet Ispat to buy the latter's power assets for a year. Monnet Power is developing two coal-fired thermal power plants with total capacity of 1,050 Mw in Odisha.
